About Milk Control

The State of Maryland milk program serves as the basis for ensuring to the public, safe and healthy milk and dairy products supply. The Center for Milk Control has the sole responsibility to ensure that all milk and milk products and frozen desserts are produced, processed, and distributed in compliance with all applicable State and Federal laws and regulations.

In accordance with federal guidelines as set forth in the interstate agreements (Federal/State program), and through the collaborative efforts of the Federal Food and Drug Administration (FDA), the National Conference on Interstate Milk Shipments (NCIMS) and guidelines set forth in the Procedures Manual (Procedures Governing the Cooperative Federal-State Program for Certification of Interstate Milk Shippers), milk which is produced under Maryland permit can move interstate and into and onto federal installations, interstate carriers, and into international waters without subject to further inspection or delay.

The Center for Milk Control main office is located in Baltimore, MD. In addition to being the administrative headquarters for the center, the Baltimore office maintains all records/files pertaining to Grade A, Manufactured Grade and On-Farm processing plants, frozen dessert manufacturing plants, milk haulers, and milk tanker transportation companies. The Division Chief, a Section Head, and Office Assistant, and 4 field sanitarians are based in this office.

In addition to the main office, a regional office is located in Hagerstown, MD. This regional office was established to centralize farm field inspection and enforcement duties in the largest milk producing/transporting region in the state. The Hagerstown office maintains a centralized farm record keeping system for all Maryland producers. The vast majority of milk producers within the State of Maryland are located in Carroll, Frederick, Washington and Garrett counties. Therefore, the office is convenient to a large number of milk producers and provides a base from which field staff can coordinate their activities. A Section Head, an Office Assistant, and 4 field sanitarians are based in this office.

  • Licensing and certification of Dairy Farm Inspectors working with the Dairy Industry
  • Licensing and evaluation of Bulk Milk Hauler/Samplers
  • Licensing Milk Transportation Companies operating within the State of Maryland
  • Sampling and evaluation of test results for both raw and finished dairy products
  • Sanitation inspections of bulk milk tanks
  • Perform equipment, process, and facility reviews
  • Investigation of dairy related complaints
  • Issuing export certificates of sanitation and free sale for food products manufactured in Maryland
